Customer Service for Water Utility Customers
The City requires a meter deposit and identification to set up a new account. If the account is for rental property, a copy of the rental/lease agreement must be presented at the time the application is submitted, along with a photo ID. If the account is for a property owner, proof of ownership must be shown at the time the application is submitted, along with a photo ID. This may include one of the following: a copy of the purchase contract, closing statement or deed of trust.
You can receive a Residential Application for Utility Service, or a Commercial Application for Utility Service, by fax, mail, e-mail or printing it from this site. Return the completed application, the required Meter Deposit, a photo ID and a copy of your rental/lease agreement or proof of ownership, to City of Dunn Finance Department, PO Box 1107, Dunn, NC 28335-1107.
Meter Deposit Rates:
Homeowners $ 60.00
Rental Tenants $100.00
Commercial Accounts 3/4"- 1 1/2" = $100.00, 2"= $200.00, 3"= $300.00, 4"= 400.00, 6"= $600.00
Meter deposits are credited to the homeowners account after a period of one year if the homeowner has no prior delinquent bills; tenants of rental property receive a credit on their account after a period of two years if no prior delinquent bills appear on the account.
Rental Property owners who wish to have service connected for cleaning purposes between tenants may pay a $35.00 connection fee (non-returnable). You may receive a form by fax, mail, email or DOWNLOAD HERE in pdf format. Please complete and return the form and the required fee to City of Dunn Finance Department, Post Office Box 1107, Dunn, NC 28335-1107. You will receive a bill for all services until the time you request disconnection of service.
Payment Options for Utility Customers:
- You can take advantage of our Bank Draft Service. This service automatically deducts the amount of your utility bill on the actual due date each month from your checking or savings account. There is no charge for this service. Each month it will save you time, a check and postage; and it eliminates the worry of being late with your payment.
- To have your utility bill drafted from your bank account, you may complete a Bank Draft Authorization Form and return it to PO Box 1107, Dunn, NC 28335-1107.
- You can mail your payment to: City of Dunn PO Box 1107 Dunn, NC 28335-1107
- You may bring your payment in person to the Finance Department, located at the Dunn Municipal Building, 401 East Broad Street in Dunn.
- You can pay your utility bill in the office with a Visa, Mastercard or Discover card
- For your convenience we also have a Drive-thru window located at the Municipal Building that is open from 8:00 a.m. until 5:00 p.m., as well as an after hours depository that is located at the Drive-thru window.
NEW CUSTOMER DEPOSITS ONLY:
For your convenience, you may pay your utility deposit using your MasterCard, American Express, Discover, or Visa credit card. The City of Dunn offers paying bills by telephone or directly over the Internet. This service is safe, reliable, and in accordance with all state and government regulations. In order to process your payment, the credit card service provider, charges a nominal convenience fee $3.95 per transaction.
To pay by credit card call the toll-free number 1-800-2PAY-TAX (800-272-9829) or visit www.officialpayments.com to pay utility bills by credit card over the Internet. For telephone payments you will need to enter the Jurisdiction Code 4319 when prompted.
The system will tell you:
- The total of your payment, including the appropriate fee
- Obtain approval of the charge
- Provide you with a confirmation number. Be sure to write down your confirmation number as a record of your payment. The charge will also appear on your credit card statement: the utility bill amount on one line, the convenience fee amount on a separate line.
Water Consumption – High Usage
If you experience a high utility bill, you may want to consider the following:
- Frequent watering of your lawn of flowers
- Frequent washing of cars at home
- Leaky faucets
- An increase in the number of people in your house
- Plumbing problems
- A toilet that continues to run after flushing
- Silent toilet leaks (put food color in the tank, do not flush; if color seeps into the bowl, you have a “silent leak”)
- Broken water lines (check your yard for wet spots)

YARD SALE PERMITS
Yard Sale Permits are issued at a cost of $2.00 each. All permits are issued to residential locations ONLY. Please contact the City of Dunn Finance Department to obtain a permit BEFORE having a Yard Sale.
COLD WEATHER TIPS
Residents who hope to escape the expense and incovenience of frozen, broken water pipes in their homes should prepare now. To help residents get ahead of cold-weather plumbing breaks, the City of Dunn Water Department offers a checklist of preventive measures based on the experience of its customer service employees.
Certain steps, taken early, can help prevent pipe breaks when the mercury dips:
1. Know the location of your water shut-off switch and test it regularly. If a pipe breaks, you won't want to have to find it then or, worse, wait for someone to arrive at your place to find the cutoff.
2. Turn off and drain automatic and manual sprinkler systems before first freeze. You'll thank yourself in the spring. The alternate freezing and thawing of water in the system can create cracks and weak spots, triggering silent underground leaks.
3. Turn off outdoor faucets and be sure to disconnect hoses. Make sure the faucet and the outside portion of the pipes are fully drained. A valve inside many houses will shut off the water's flow; then open and close the tap outside to release any water in the pipe. Disconnect the hose to assure that freeze proof faucets will drain and to avoid damage to the hose from freezing water.
4. Winterize unheated or vacant buildings. Significant property damage and water loss can occur before burst pipes are discovered in vacant buildings. If your vacant building has a fire protection system, make sure there is no danger that the water servicing the system might freeze.
5. Insulate water pipes that may be vulnerable to the cold or have previously caused problems. Pipes close to exterior walls or in unheated basements can be wrapped with pieces of insulation. Don't overlook pipes near windows, which can quickly freeze.
***SUMMER WATER TIPS***
1. Water before 10 a.m. to prevent evaporation which occurs during the hottest part of the day. Morning is better than evening, when the dampness encourages growth of fungus.
2. Water only when grass shows signs of wilt. Grass that springs back when stepped on does not need water.
3. Water long enough to soak the roots. A light sprinkling evaporates quickly and encourages shallow root systems.
4. Don't let the sprinkler run any longer than necessary. In an hour, 600 gallons can be wasted.
5. Position sprinklers to water the lawn, not the pavement.
6. Avoid watering on windy days when the wind not only blows water off target, but also causes excess evaporation.
7. Adjust your hose to simulate a gentle rain. Sprinklers which produce a fine mist waste water through evaporation. Know how to turn off an automatic sprinkler system in case of rain.
AROUND THE HOUSE
1. Use a bucket of soapy water and a sponge to wash your car. Save the hose for rinsing. Wash your car in sections and rinse with short spurts from the hose. Washing a car for 20 minutes with the hose running all the time uses 90 gallons of water.
2. Keep a bottle of drinking water in the refrigerator instead of running the faucet for cold water.
3. Cover your backyard pool when not in use to prevent evaporation, accidents and to keep it clean. Don't fill it full and keep splashes inside.
4. Don't allow children to play with water hoses and sprinklers.
5. Use a broom, not a hose, to clean driveways and sidewalks.
