Planning and Inspections / Code Enforcement Officer

City of Dunn is seeking a qualified individual with strong communication skills and the ability to deal tactfully with customers and the general public. This position must have the knowledge to read and apply the City of Dunn Code of Ordinances. Under general supervision, performs responsible technical and administrative work in the City's Planning & Inspections department. Work includes the substandard housing program, including performing minimum housing inspections, advising property owners of discrepancies, and ensuring adherence to code requirements or initiating condemnation proceedings. Work also includes enforcing City of Dunn Code of Ordinances, including the solid waste ordinance and zoning ordinance. Major emphasis is placed on providing excellent customer service, establishing and maintaining high level of citizen participation and the ability to work effectively in a multi-disciplinary environment. Essential Functions: An employee in this class enforces the minimum housing code and citing ordinance violations, investigating complaint situations, and handling communications and appropriate legal action when necessary. Independent technical judgment is exercised in interpreting and making decisions on provisions of established, but constantly changing codes as applied to practical construction circumstances. Inspections may require some physical effort and are performed under hazards present. Employee interprets and enforces rules and regulations; enforces ordinances for junk and abandoned vehicles, vacant lots, weedy lots, junk and debris on private property, yard waste, etc. The employee is subject to inside and outside environmental conditions, and extremely hot and cold temperatures and the general public. Work is performed under general supervision of the Planning & Inspections Director, and is evaluated through discussion, by review of reports, and by the public’s satisfaction of Code Enforcement. Inspects existing housing for compliance with the City’s Minimum Housing Code; judges compliance with codes; conducts general inspections covering Building, Electrical, Mechanical and Plumbing on substandard housing. Enforces minimum housing standard codes and ordinances; makes site visits and gathers data, handles communication with property owners and negotiates corrections and/or initiates compliance action, coordinates with the police and other departments as appropriate, and provides City Code interpretation and information to citizens. Notifies responsible parties of construction code defects; re-inspects to determine if corrective actions have been taken; issues stop work order if necessary. Keeps records and prepares reports of inspections preformed. Required to stay current on all code regulation revisions; maintains set of code books and code related materials; reviews revisions and new codes regularly; and attends training to stay up-to-date on code changes and modern building methods. Provides back-up in answering the telephone in the Planning & Inspections office, answering a variety of questions on City services; may issue permits, collect fees and assist in general operations of the office. Performs related duties as required. Knowledge, Skills, and Abilities: Considerable knowledge of state and local ordinances and codes related to building construction at the Level I certification in Building. Considerable knowledge of minimum housing standard regulations. Considerable knowledge of modern practices and materials used in the installation, construction, repair, and maintenance of equipment, appliance and fixtures. Ability to deal firmly and tactfully with contractors, property owners, and the general public. Ability to establish and maintain effective working relationships with supervisors, peers, contractors, builders, property owners, and the general public. Ability to establish and maintain accurate records of work activities. Ability to communicate effectively in both oral and written forms.

  • Minimum Requirements
    Completion of high school supplemented by trade school course work in building construction trades and considerable experience, or any equivalent combination of education, experience, and training. Must possess a valid NC driver license. Possession of Level I Certification by the North Carolina Department of Insurance in Building I. Candidates without the required certification must be able to obtain Standard Level I certification within one year of employment.

Dunn was originally called "Lucknow" and was renamed in 1873

The city of Dunn was incorporated on February 12, 1887, at which time it was a logging town and a turpentine distilling center. The name honors Bennett Dunn, who supervised the construction of the railway line between Wilson and Fayetteville.
